DOTr to prevent more delays in PNR Clark Phase 2 project

The Department of Transportation (DOTr) will work closely with the contractor of the Philippine National Railways (PNR) Clark Phase 2 project to ensure that issues are addressed after its projected completion date was delayed by eight months.
In a statement on Monday, the DOTr said the project, initially slated for completion in June 2024, has been delayed until June 2025 due to the delay in the turnover of the land to project contractor POSCO Engineering & Construction.
“Before the 36-hectare site was turned over by the government to POSCO, several fruit-bearing trees were cut down, causing the delay,” it said.
About 48 buildings and facilities are expected to be built by POSCO at the project site, meant to be the Clark Depot of the North-South Commuter Railway (NSCR).
“As of December 31, 2022, more than 33% of the planned construction has been completed,” it said.
In addition to buildings and facilities, the Clark Depot will have 33 stabling tracks to serve as the parking areas for the trains and 12 other tracks to access maintenance facilities.
During a site visit at the project site, DOTr Secretary Jaime Bautista said the Clark Depot is where the operations control center will be located which will serve as the “heart of operations” of the rail service.
“It is important that we complete this as planned and on time. I know that there are issues that need to be resolved. The DOTr will work closely with [the contractor], so we can fix problems and address issues,” Bautista said.
The 53-kilometer PNR Clark Phase 2 is the second leg of the NSCR and will link multiple cities and municipalities in Central Luzon with Metro Manila.
Funded by the Asian Development Bank, the project is seen to cut travel time between Malolos City in Bulacan province and Clark, Pampanga province from 1.5 hours to 30 minutes.
This part of the NSCR also includes the Airport Railway Express Service that will connect Makati to the Clark International Airport through a 55-minute train ride.

LRT-2 East Extension opens
Photo Credit: Jacque Manabat, ABS-CBN News The two new stations of the Light Rail Transit Line 2 (LRT-2) – dubbed the LRT-2 East Extension -- will begin operations on July 5, the Department of Transportation (DOTr) said. In a media bulletin, the DOTr said the rail service, which will soon run from the Recto Station in Manila to the Antipolo Station, has also increased the number of its running trains to eight, from the five trains that previously ran from the Recto to the Santolan stations. “Once operational, the LRT-2 East Extension Project will reduce travel time from Claro M. Recto in Manila to Masinag in Antipolo from three hours via bus or jeepney, to just 30 to 40 minutes,” the DOTr said. In a Facebook post, Transportation Secretary Arthur Tugade said the project would be inaugurated on Thursday with President Rodrigo Duterte and Light Rail Transit Authority (LRTA) Administrator Reynaldo Berroya as guests. “The promise of a better commuting experience will now become a reality,” he said. The LRT-2 East Extension, he said, adds 3.793 km. to the present 13.8 km. of the LRT-2 line with two new stations – the Marikina-Pasig and Antipolo stations. “The project shall likewise increase the rail line’s average daily passenger capacity from 240,000 to 320,000,” Tugade said. He said aside from providing another means of transport to commuters, the project is expected to help reduce traffic congestion along the Marcos Highway, “especially in Marikina, Pasig, and Antipolo, given that road transport passengers will be redirected to riding the train.” During its construction, he said, “at least 1,800” jobs were generated, in addition to the 170 rail personnel employed to work in the two new stations. The project, which has been part of the “Master Plan for Metro Manila” since 1999, was approved by the National Economic and Development Authority Board on Sept. 4, 2012. The construction of its viaducts began in April 2015. The “full blast” construction of the two new stations started on Feb. 20, 2017, with a PHP1.1 billion contract, while the contract for the project’s electromechanical systems was awarded on Dec. 14, 2018 for PHP3.4 billion. PNR Calamba receives ‘record-breaking’ number of bids
The Philippine National Railways (PNR) Calamba project has received a “record number” of 34 bids from six local and 17 international companies to participate in the construction of the 40.5-kilometer rail project. In a Facebook post, Department of Transportation (DOTr) Secretary Arthur Tugade said the record turnout is proof that the Duterte administration’s “Build, Build, Build” program “champions a transparent, fair, and efficient bidding process” through a joint implementation by the DOTr, PNR, and the Department of Budget and Management's Procurement Service. “I believe that the impressive turnout of bidders for the PNR Calamba Project’s contract packages is proof of the infrastructure sector’s trust in the government’s ‘Build, Build, Build’ infrastructure program,” Tugade said. During the bid submission and opening for various contract packages of the project on July 14 and 15, he said the international companies who offered bids are: China Construction First Group Corporation Ltd. The project is part of the “massive” 147-km North-South Commuter Railway (NSCR) system that stretches from Calamba, Laguna in Luzon’s southern portion all the way north to the Clark International Airport in Pampanga. “The NSCR System will have a fleet of 464 train cars or 58 trains sets, including seven Airport Express train sets,” Tugade said. He said the construction of the NSCR system is supported and financed by the Official Development Assistance from the Asian Development Bank (ADB) and the Japan International Cooperation Agency (JICA). “It is the single largest project being financed by the ADB in its history, and is the longest commuter railway being financed by JICA,” Tugade said. To date, he said the northern segment of the NSCR System is in “full swing” and involves 90 km of rail line and 16 stations.

Tugade says 38-km PNR Clark Phase 1 project on track
The construction of the 38-kilometer Philippine National Railways (PNR) Clark Phase I project is on track with overall progress rate of almost 50 percent, Department of Transportation (DOTr) Secretary Arthur Tugade said on Monday. Tugade, together with Governor Daniel Fernando, visited and inspected the ongoing construction at the Balagtas Station site in Barangay Borol 1st, which is part of the North-South Commuter Railway (NSCR) Project in this town. He said the 24/7 construction of the railway started in February 2019 and is expected to be completed by the second quarter of 2024. “It is considered to be one of the first major applications of the span by span method here in the Philippines for infrastructure projects,” Tugade told the Philippine News Agency in an interview. The package, he said, is a 14-kilometer long viaduct with three stations, namely Balagtas, Guiguinto, and Malolos. The future PNR railway will sit on top of the elevated concrete section where piers span between 40 to 50-meter distances. “The viaduct of the piers are to be connected by using the Span by Span and Balanced Cantilever Construction Method. Using precast concrete box girders of 60 to70 tons each which were cast here in our Calumpit Yard,” Tugade said. Abigail Verzosa, quantity surveyor manager of Sumitomo Mitsui Corp., contractor of the project, said they already completed the launching of the 22 spans which is equivalent to almost one kilometer. “For the three building stations, namely Balagtas, Guiguinto, and Malolos City, we have already completed the foundation works. In the Balagtas station, we are already at the construction of the platform level. Structural steel roof framing is already in preparation for its launching in the succeeding months,” she said. Verzosa added that at the Guiguinto station, the foundation works have been completed and that they are now working upward for the structural works of the stations. The two remaining launching gantries with a 50-meter span have also been started. The PNR Clark North 1 will have its depot at the Valenzuela Station wherein its trains will pass through Meycauayan, Marilao, Bocaue, Balagtas, Guiguinto, until it reaches Malolos City. The project has total budget of PHP106 billion, of which PHP93 billion came from Official Development Assistance (ODA) of the Japan International Cooperation Agency (JICA) while the Philippine government allotted some PHP13 billion. The PNR Clark Phase I will have 10 stations that will cut across the cities of Manila, Caloocan, Valenzuela, and the municipalities of Meycauayan, Marilao, Bocaue, Balagtas, Guiguinto, and Malolos City. Once completed, the train service is expected to serve 300,000 passengers every day and will reduce travel time between Malolos City and Tutuban from one hour and 30 minutes to only 35 minutes.

PH, Australia partner for technical cooperation for PPP

Credit: AusAmbPH Twitter Page As the Marcos administration becomes bullish in utilizing a public-private partnership (PPP) model in infrastructure projects, the Australian government will be providing its technical expertise in rolling out infrastructure projects under the PPP. Australian Ambassador to the Philippines Hae Kyong Yu PSM told the Philippine News Agency in an interview at her residence Wednesday that the embassy will be launching the Partnerships for Infrastructure (P4I) on March 24. “Infrastructure is a big area that the Philippines is focusing on, and I know President (Ferdinand R.) Marcos (Jr.) has announced that he wants to utilize PPP more where it’s possible. So we are working closely with the Philippine government to share with them how Australia has done it,” Yu said. P4I is an Australian government initiative that brings together experts from the public and private sectors as well as the academe to help Philippine government agencies involved in infrastructure development in the preparation stage of projects that would be under a PPP model. “We can help them with all the project preparation stage. How you do actual cost-benefit analysis of potential projects, and then how you prepare documents for possible procurement, tender processes, and things like that,” the envoy cited. She said that aside from the PPP Center, the P4I also aims to closely work with other agencies including the Department of Transportation, the Department of Energy, the Department of Finance, and the National Economic and Development Authority (NEDA), among others. Yu added that the Australian government will be closely working with the administration through the P4I in meeting its diverse infrastructure requirements, including roads, transport, energy, and public investment management. The Australian envoy said a number of Australian companies have been involved in infrastructure projects in the country. Early this month, NEDA Secretary Arsenio Balisacan announced that the NEDA Board approved PHP9 trillion worth of flagship infrastructure projects, with 45 of these projects possibly being funded through PPPs. “The government shall harness the financial and technical resources of the private sector, which allows the public sector to allocate its funds for greater investment in human capital development, especially to address the scarring in health and education due to the pandemic, and provided targeted assistance that protects vulnerable sectors from economic shocks,” Balisacan had said. PBBM boosts transport sector thru big-ticket projects
Photo credit: Department of Transportation Several big-ticket infrastructure projects in the transportation sector have been approved or are already being implemented by the administration of President Ferdinand R. Marcos Jr., the Department of Transportation (DOTr) reported Monday. In a statement, the DOTr said the Cebu Bus Rapid Transit Project, Davao Public Transport Modernization Project, EDSA Greenways, the Light Rail Transit Line 2 (LRT-2) West Extension, and the Light Rail Transit Line 1 (LRT-1) Cavite Extension are all ongoing as of March 9 according to the National Economic and Development Authority (NEDA). These projects are among the 67 infrastructure flagship projects (IFP) that have been greenlit or are already underway out of the 194 high-impact projects under Marcos’ "Build Better More" program. In the rail sector, these approved and ongoing projects include the Metro Manila Subway Phase 1, Mindanao Rail Phase 1, Metro Rail Transit Line 3 (MRT-3) rehabilitation, Metro Rail Transit Line 4 (MRT-4), Metro Rail Transit Line 7 (MRT-7), New Cebu International Container Port, New Manila International Airport (Bulacan International Airport), North-South Commuter Railway (NSCR), Philippine National Railways (PNR) South Long Haul, and the Subic Clark Railway. The New Dumaguete Airport Development Project (Bacong International Airport) and the Integrated Flood Resilience and Adaptation (InFRA) Phase 1 have also both been approved by NEDA, with six projects awaiting approval. Last week, the NEDA Board, led by Marcos, approved 194 high-impact priority projects with a total cost of around PHP9 trillion. The board also approved amendments to the 2013 Joint Venture guidelines to support the government’s push for more investments in the country’s infrastructure. PNR suspension Meanwhile, Senate President Pro Tempore Loren Legarda has expressed alarm over an impending suspension of select PNR routes due to the NSCR, saying it will affect thousands of commuters, mostly students and workers. “The welfare of the riding public should always be prioritized yet it remains to be seen whether such proposed solutions would effectively and sufficiently address the riding public's urgent demands in time for the imminent suspension of the operations of the PNR,“ Legarda said in her explanatory note on Senate Resolution No. 546. The PNR plans to suspend operations of certain routes for up to five years to facilitate the faster construction of the 55-kilometer NSCR. The construction will start in May and PNR may suspend the routes between Governor Pascual in Malabon City and Calamba City in Laguna, and well as Alabang, Muntinlupa City to Calamba. The Tutuban, Manila-Alabang route will be suspended in October and will affect between 20,000 and 25-000 passengers daily.
