Metro Manila subway project 30% complete: DOTr

Some 30.55 percent of the Metro Manila Subway Project (MMSP) is already complete, Department of Transportation (DOTr) Undersecretary for Railways Timothy John Batan said on Tuesday.
“Despite the effects of the Covid-19 pandemic, again, back-to-back to back major milestones were still realized despite all odds,” Batan said during an inspection of the MMSP’s Valenzuela depot.
He said 576 out of the 6,400 tunnel rings needed for the partial operability segment of the MMSP have been completed, with more underway at the MMSP’s 7.5-hectare fabrication yard in Norzagaray, Bulacan.
The DOTr has acquired 197,000 square meters of land and 585 structures from 324 property owners as part of the project’s right-of-way acquisition.
Despite this, he said there has been no “forced eviction resettlement” of the 183 informal settler families affected by the project through the help of the Valenzuela City government.
Through a right-of-way agreement signed with the Department of National Defense – Armed Forces of the Philippines (DND-AFP) in December 2020, he said the MMSP will make use of 50,000 square meters of DND-AFP land, with an additional 60,000 square meters of land for tunneling works, and additional 55,000 square meters of land for temporary works.
“This partnership forged between the DND-AFP and DOTr, under the leadership of Secretary [Delfin] Lorenzana and Secretary [Arthur] Tugade, will not only enable DOTr to fast track its access to construction and work sites needed for the subway but will also give DND and the AFP a fair and recurring source of resources,” Batan said.
He said the first two out of 25 tunnel boring machines to be used in the project arrived in February 2021 while the PHP66 billion contract for the MMSP’s electromechanical systems has been awarded to Mitsubishi Corporation in October 2021
The PHP27 billion contract for 240 subway train cars was awarded to the J-Trec-Sumitomo Joint Venture in December 2020.
“With today's inspection of the MMSP, we are showing how decades of ‘plan, plan, plan,’ how decades of ‘drawing, drawing, drawing,’ and how decades of talk, talk, talk’ have changed to ‘Build, Build, Build,’” Batan said.
The MMSP will be the country’s first underground railway system and will provide mass transit in the National Capital Region (NCR)—from Valenzuela City to FTI in Taguig City, Parañaque City, and Ninoy Aquino International Airport (NAIA) Terminal 3 in Pasay City, and will further extend to the north and south of NCR.
With 17 stations—two of which are interoperable with the North-South Commuter Railway line—the MMSP is seen to reduce travel time between Quezon City and NAIA from one hour and 10 minutes to just 35 minutes. By Raymond Carl Dela Cruz

Japan, PH sign P253m tranche for Metro Manila Subway Project
Japanese Ambassador KOSHIKAWA Kazuhiko and Foreign Affairs Secretary Teodoro Locsin Jr. signed today the second tranche of the 253.307 billion yen (253,307,000,000) financing for the Metro Manila Subway Project (phase 1). The Metro Manila Subway will be the Philippines' first completely underground railway system, began the construction in February 2019, funded by the Government of Japan. This 27km subway project is one of the flagship developments under the Build, Build, Build program, which will live on for generations to come. The subway will address the worsening congestion in Metro Manila caused by poor road network and the rising population's demand for transportation. Today’s additional funding will provide for the expansion of the original planning line to include 2 more stations (17 stations in total), a spur line to Ninoy Aquino International Airport and rail tracks that will also be used by the North-South Commuter Train. Japan's assistance, through a variety of ODA support, will provide the Philippine government funds to build this quality infrastructure utilizing Japanese state-of-the-art technologies and expertise from years of railway experience in its design, construction and operation stages.

Prep works for Metro Manila Subway at Camp Aguinaldo begins
The pre-construction works for the Metro Manila Subway Project (MMSP) at Camp Aguinaldo have officially begun on Thursday through a groundbreaking ceremony. During the event, Department of Transportation Assistant Secretary Fidel Igmedio Cruz Jr. said the ceremony marked the beginning of the construction of 192 housing units, repair and rehabilitation of Warehouse No. 1 and supply unit, general headquarters and headquarters service command, and construction of the medical gas and manifold vacuum plant housing at Camp Aguinaldo. These structures and facilities are part of the MMSP’s Advanced Works Package 2 and are meant to replace or improve those affected by Metro Manila Subway in Camp Aguinaldo—where the MMSP’s Katipunan Station will be located. “This advanced works package will replicate and improve affected DND-AFP structures and facilities with similar specific purposes and functions employing modern design, technology, and materials,” Cruz said. The project package, he said, was awarded to and will be built by a local contractor, Specified Contractor and Development Incorporated. “'Yung packages MMSP 102 and 103 are about to complete procurement. That's why ito po 'yung advanced package para ma-clear 'yung right-of-way nung madadaanan ng train (MMSP packages 102 and 103 are about to complete procurement. That’s why this advanced package has commenced so that we can clear the right-of-way for the train service),” Cruz said. To date, he said the detailed designs for the MMSP are at 60 percent complete while the replication and improvement of affected facilities at the Veterans Memorial Golf Club—where the MMSP’s North Avenue Station will be located—is at 45 percent complete. In total, he said five DND-AFP properties would be developed to create “convenient access points and multi-modal transport plazas” for five subway stations. Some stations of the Metro Manila Subway System will rise on government properties, such as Camp Aguinaldo, to ensure that it is accessible to the riding public. In December last year, DOTr Secretary Arthur Tugade and Defense Secretary Delfin Lorenzana signed a right-of-way usage agreement for the MMSP. The MMSP is a 33.103-kilometer underground rail system traversing Ugong Valenzuela to the Ninoy Aquino International Airport Terminal 3 and aims to accommodate up to 370,000 passengers per day by its first year of operation.

Tugade signs P17.75-B deal for phase 1 of Metro Manila Subway
Department of Transportation (DOTr) Secretary Arthur Tugade Thursday signed a contract worth PHP17.75 billion as part of the first phase of the Metro Manila Subway. The contract package, dubbed CP104 and that was awarded to Tokyu-Tobishima Megawide Joint Venture (TTM-JV), includes the construction of two subway stations and tunnels at Ortigas North and South. The contract was signed at an event at Edsa Shangri-La in Mandaluyong City between Tugade and executives of the TTM-JV. During the event, right-of-way usage agreements were also signed between DOTr and partners in the private sector including Blemp Commercials of the Philippines, Megaworld Corporation, Robinsons Land Corporation, and Ortigas & Company Limited Partnership. In a speech, Japanese Ambassador Koshikawa Kazuhiko congratulated the DOTr and the TTM-JV for the “milestone” in bringing the Metro Manila Subway closer to reality. Koshikawa noted that Tokyu construction, head of the TTM-JV, is “well-known for their significant expertise in the construction of railways and its related developments.” “I am confident that they certainly will apply Japan's cutting-edge technology and knowledge to the Metro Manila Subway’s best advantage,” Koshikawa said. The Metro Manila Subway is part of the Duterte Administration’s ‘Build, Build, Build’ program and is seen to be partially operational by 2025. Primarily funded through grants and loans from the Japanese government, the 35-kilometer subway will run from Valenzuela City to the Ninoy Aquino International Airport (NAIA) Terminal 3. It will consist of 15 subway stations, can serve up to one million passengers daily, and is seen to reduce travel time between NAIA and Quezon City from 70 minutes to 35 minutes.

Legal framework needed for gov’t to invest in nuclear power plant
Department of Energy (DOE) Undersecretary Gerardo Erguiza Jr. said there is a need to amend the Electric Power Industry Reform Act (EPIRA) to enable the government to invest in nuclear power plants. This, as the incoming administration has expressed its support in considering a nuclear power plant to be part of the country’s energy mix. “As of now, the government does not have the ability to put up conventional nuclear power plant because the National Power Corp. does not have mandate on this,” Erguiza said in Filipino during the Laging Handa public briefing Wednesday. With the privatization of the power sector under the EPIRA, the government could not enter into power generation. “But we can align together, with the drafting or putting up of the regulatory framework, we can amend our laws to include the government among those that can fund a nuclear power plant,” he added. Erguiza said that based on studies of the Korean Hydro Nuclear Power Company of South Korea and ROSATOM of Russia, they have found out that the Bataan Nuclear Power Plant (BNPP) can still be rehabilitated. According to ROSATOM, an investment of around USD3 billion to USD4 billion is needed to revive the BNPP. Presumptive President Ferdinand “Bongbong” Marcos Jr. earlier mentioned that part of his energy agenda is to revive the BNPP to become an additional source of clean and cheap power. On the other hand, Erguiza said the government can invest in power generation using small modular reactors, the latest nuclear energy technology, in missionary areas that are not connected to the grid.

Photo credit: Palafox Dutch gov’t backs SMC, Boskalis in P740 billion Bulacan Airport project San Miguel Corporation (SMC) received its strongest support yet for its game-changing P740-billion New Manila International Airport (NMIA) project in Bulacan following the approval of the Dutch government of an export credit insurance (ECI) for the project’s land development phase. The approval comes after over a year of rigorous review of the project’s long-term environmental and social impact mitigation measures to ensure that the multi-billion project is done with sustainability in mind and aligned with the country’s climate ambitions. The Dutch government, represented by Atradius Dutch State Business (DSB), extended the ECI to Royal Boskalis Westminster N.V., to cover its EUR 1.5 billion contract for land development works at the airport project site in Bulakan, Bulacan. The NMIA project is the largest in Boskalis’ over 100-year history, and is also the largest export credit agency (ECA) insurance policy granted in the 90-year history of Atradius. SMC President and Chief Executive Officer Ramon S. Ang thanked the Dutch government for its support to NMIA, a project seen to catalyze sustainable economic growth for the Philippines, especially post-pandemic. It is seen to deliver over a million jobs to Filipinos. “This is a significant milestone not only for San Miguel and the NMIA project, but for the entire country. With this, we are closer to our dream of having a world-class, future-ready, and sustainably-built international gateway, proudly built by Filipinos for the Philippines. This also validates our work with Boskalis to ensure that this project is done right, and will provide long-term economic, environmental, and social benefits to our host communities and Bulacan province,” Ang said. In a statement posted on Boskalis’ international website, its CEO Peter Berdowski, said: “I am very pleased that all the hard work with a large team of experts has been successfully completed (today). For more than a year, we have worked intensively with Atradius DSB to ensure that the construction of the new airport will take place in a socially responsible manner.” He added: “In collaboration with Atradius DSB, the Dutch embassy, we succeeded in developing a broadly supported plan with an eye for the local community and the preservation of biodiversity. I would like to thank all those involved for their contribution to the positive decision of the State.” In the same statement, Atradius DSB Managing Director Bert Bruning said: “This project is unique on so many levels. Firstly, of course, as a very important contract for our client Boskalis, but also for us, as the largest ECA policy in our 90-year history,” he said. “In addition, I am proud of the fact that together with Boskalis and San Miguel, by keeping up the dialogue, we were able to ensure that the project is to meet international standards in the field of environmental and social conditions. In doing so, we have not only contributed to making this wonderful contract possible built also really made a difference together for the local communities and nature.” As part of the ECI process, a large group of experts from San Miguel, together with Boskalis and four renowned consultancy firms, conducted an extensive environmental and social impact assessment in accordance with the highest international standards. This process also included the conduct of impact analyses and compensation packages for adverse effects of the project. “This shows that the airport project and our environmental and social mitigation plans are not only sound, but robust and strong, given they can pass not only international standards but the exacting requirements of the Dutch government. It is another testament to the ability of Filipinos to be world-class,” Ang said. “We will continue to work with Atradius, the banks, experts, national and local government, and all stakeholders to ensure we will build this project in a sustainable manner and in compliance with the highest international environment and social standards,” Ang reaffirmed. added. The airport project will feature four parallel runways, a world-class terminal, and a modern and interlinked infrastructure network that includes expressways and railways. CTPCMC Allocates 7.7M for COVID-19 Initiatives

Arguillas - CTPCMC ICE Officer BAYANIHAN AMIDST THE COVID-19 BATTLE In order to protect and improve the lives of the people within the host and neighboring communities pursuant to Republic Act (RA) No. 11469 or the “Bayanihan to Heal as One Act”, CTP Construction and Mining Corporation or CTPCMC allocated 7.7 million pesos intended for the implementation of projects, programs, and activities (PPAs) on COVID-19 prevention. Through its Social Development and Management Program (SDMP) under Adlay Mining Project (AMP) and Dahican Nickel Project (DNP) the company implemented essential PPAs in the year 2021. The beneficiaries of PPAs were from the Host and Neighboring communities specifically Barangay Adlay, Barangay Dahican and Municipality of Carrascal. With an allocated budget of P2,060,803.78, a Covid-19 Assistance Center was put up to be the second line of support to the host communities if their existing Isolation Rooms have been fully occupied. The company’s employees and their dependents are to be prioritized in the center. The center is offering services which include free isolation room for those who are identified and confirmed as covid-19 patients, free vitamins, and over-the-counter drugs, 24/7 monitoring by health personnel and stand-by oxygen concentrators. Another PPA was the provision of 59 medical equipment and kits to Barangay Adlay. The provision included pulse oximeter, thermal scanner, LCD full digital ultrasound machine, hospital bed and refrigerator as vaccine storage. The turnover was done on December 14, 2021, held at Barangay Hall of Adlay. It was attended by Engr. Charlo R. Basadre CTPCMC Resident Mine Manager, Charid O. Cuadrillero ComRel Manager, Hon. Norberto O. Rubi Jr. Barangay Captain, and Raquel Bungcaras assigned nurse. “These are very essential and a huge help to the key front liners and to the people within the community.” Hon. Rubi said during the turnover. The company also provided two SDMP Emergency Response Vehicles for health-related emergencies.
