The latest issue of the Philippine Resources Journal explores how the Philippines can harness its vast mineral wealth to become a key player in the global technology economy, driven by artificial intelligence, semiconductors, data centers, and clean energy.

Leading the issue is Atty. Ronnie Penarroyo’s column, “Pax Silica: Economic Breakthrough or a High-Tech Resource Grab?” It examines the US-led Pax Silica initiative, which aims to build a trusted network of partner countries across the AI and semiconductor supply chain—from critical minerals and energy infrastructure to chip manufacturing and AI technologies. The article asks how the Philippines can turn its natural resources into long-term national value rather than simply exporting raw materials.

The issue also highlights the country’s mining and energy sectors as foundations for industrial transformation. It features FLS Group PH’s landmark logistics operation for the world’s largest solar project, including the successful transport of a 136.48-ton power transformer across the North Luzon Expressway after reinforcing 27 bridges—the first operation of its kind on NLEX, written by Marcelle Villegas.

The Chamber of Mines of the Philippines discusses the need for a national critical minerals framework to strengthen the country’s position in a rapidly evolving global resource market, while the cover story, “GHD: Turning Mine Waste into Long-Term Value in the Philippines,” explores innovative approaches to converting mine waste into economic and environmental assets.

The issue also celebrates Diwata at 14, with Atty. Patricia AO Bunye reflecting on the women’s organization’s contributions to resource development and nation-building.
