DPWH COMMENCES TUNNEL EXCAVATION WORK FOR DAVAO CITY BYPASS PROJECT

The Department of Public Works and Highways (DPWH) is ramping up efforts to improve the transport logistics and mitigate vehicular traffic congestion in Davao City with the construction of a 2.3 kilometer two (2)-tube mountain tunnel.
A symbolic blast on Friday, November 19, 2021 officially started work on the road tunnel which is part of the 10.7 kilometers Contract Package I-1 of the Davao City Bypass Construction Project (DCBCP) implemented by DPWH Unified Project Management Office (UPMO) Operations.
The actual commencement of tunnel excavation works was witnessed by DPWH Acting Secretary Roger "Oging" Mercado, Japanese Ambassador to the Philippines Kazuhiko Koshikawa, DPWH Undersecretary for UPMO Operations and Chief Implementer of Flagship Projects under Build Build Build(BBB) Program Emil K. Sadain, and Japan International Cooperation Agency (JICA) Chief Representative Eigo Azukizawa.
The short program, carried out under strict compliance to health policies, was also attended by Undersecretary Eugenio R. Pipo Jr. and Assistant Secretary Ador G. Canlas of DPWH Regional Operations in Mindanao, Embassy of Japan in the Philippines Second Secretary Matsubara Tomohiro, DPWH Region 11 Director Rey Peter Gille, Project Director Benjamin A. Bautista of UPMO Roads Management Cluster 1, former Project Director Virgilio C. Castillo, Mr. Fidel Arcenas of the Office of DPWH Secretary, and other Japan Embassy and JICA officials.
According to Undersecretary Sadain, the tunnel project which will soon be the first-ever long-distance mountain tunnel in the Philippines was designed by Japanese experts to have better seismic resiliency.
To support the underground development, equipment that includes horizontal boring machine for geotechnical investigation, twin header tunnel excavator and drill jumbo are deployed to work at the north and south portal. Additional equipment on the ground also includes erecter with shotcrete machine, tunnel ventilation and dust collector, side dump payloader, and articulated dump truck.
The civil work contract for the construction of the tunnel was awarded to Shimizu – Ulticon - Takenaka joint venture with Nippon Koei – Katahira - Nippon Engineering - Philkoei as engineering consultant under the overall project construction supervision of UPMO-RMC 1 Project Manager Joselito B. Reyes and Engr. Earl Nicholas F. Rada.
This contract package costing ₱13.230 Billion has an estimated completion date of January 2024.
While construction of the tunnel is the centerpiece of this project contract package, there are other significant portions of the work as well. The contract includes the construction of a 7.9 km 4-lane road, 3 pairs of Bridges with a total length of 500 meters, 2 underpasses, 2 overpasses, 12 box culverts (waterways), and 4 at-grade Intersection.
The 45.5 kilometer bypass road that will begin in Barangay Sirawan, Toril, Davao City and will end at Barangay J.P. Laurel, Panabo City will cut the usual travel time of 1 hour and 44 minutes via Maharlika Highway to just 49 minutes.
Together with rapid population growth and economic development in recent years, DCBCP will provide job creation during construction, and economic benefits through reduced travel time savings across the city, said Undersecretary Sadain.
The entire DCBCP is divided into six (6) contract packages with packages I-1, I-2 and I-3 being financed by JICA Loan Agreement Nos. PH-P261 and PH-P273 while packages II-1, II-2 and II-3 are funded by the Government of the Philippines.

Duterte Opens New Expressway in Central Luzon
Motorists will now be able to use the first 18-kilometer portion of the Central Luzon Link Expressway (CLLEX) from SCTEX/TPLEX connection in Tarlac City up to the intersection of Aliaga-Guimba Road in Aliaga, Nueva Ecija. President Rodrigo Duterte, Department of Public Works and Highways (DPWH) Secretary Mark Villar, Senator Bong Go, and Japanese Ambassador to the Philippines Kazuhiko Koshikawa led on Thursday the inauguration ceremony of the four lanes toll-free expressway project connecting the provinces of Tarlac and Nueva Ecija. The initial part of CLLEX that will be opened are the following sections covered by three contract packages: 4.10 kilometer Tarlac Section, 6.40 kilometer Rio Chico River Bridge Section including the 1.5 kilometer Rio Chico Viaduct, and Aliaga Section with up and down ramps at Guimba-Aliaga Road. This new highway project was implemented by DPWH Unified Project Management Office (UPMO) led by Undersecretary Emil Sadain and Project Director Benjamin Bautista of UPMO Roads Management Cluster 1 (Bilateral) who have worked double-time to deliver the completion of this project. CLLEX is among the key infrastructure projects with funding assistance from the Government of Japan thru the Japan International Cooperation Agency (JICA) in support of the Build, Build, Build program. The entire 30-kilometer expressway project is expected to shorten the usual travel time of 70 minutes between Tarlac City and Cabanatuan City to just 20 minutes. More than just scenic views experienced while you drive and visit the stunning places in Central Luzon, this new highway will help ensure the Philippines’ sustainability and development by addressing barriers in distance and mobility. The Build, Build, Build program continues to deliver its promise of creating infrastructure that improves the lives of Filipinos in the face of the Covid-19 pandemic and other challenges. While Build, Build, Build continued to make progress, it is also setting up the foundation in terms of infrastructure for the next generation.

Villar expressed confidence that the Central Luzon Link Expressway (CLLEX) will be an efficient alternate route for the motoring public going to Nueva Ecija when it opens next month. Despite work slowdown due to the pandemic, the first 18-kilometer segment of CLLEX will be of service to motorists from SCTEX/TPLEX connection in Tarlac City up to the intersection of Aliaga-Guimba Road in Aliaga, Nueva Ecija this July 2021, declared Secretary Villar. Secretary Villar said that contract packages 1 and 2 covering Tarlac Section and Rio Chico River Bridge Section having a combined length of 10.5 kilometers are already completed while construction of 9.2 kilometers contract package 3 - Aliaga Section is 87 percent finished. Secretary Villar together with Undersecretary for Unified Project Management Office (UPMO) Operations Emil K. Sadain and Region 3 Director Roseller Tolentino personally checked on Tuesday, June 8, 2021 the project’s progress which already has an overall accomplishment of 94 percent, making sure that the road is built with quality construction materials and specifications. Construction of the ₱11.811 Billion road project funded by loan with Japan International Cooperation Agency is implemented by UPMO-Roads Management Cluster 1 headed by OIC Project Director Benjamin C. Bautista. In his report to Secretary Villar, Undersecretary Sadain said that the delivery of right of way (ROW) requirements are being fast-tracked, with the assistance of the Office of the Solicitor General (OSG) for expropriation complaints and other ROW-related cases. “We are hopeful that we will finally secure full site possession of the remaining required ROW to allow our construction activities to go on full throttle”, added Undersecretary Sadain. Expropriation proceedings with the appropriate court were initiated for properties whose owners were unable to grant the request to donate or accept price offer for negotiated sale within a given timeframe. More available ROW and favorable weather conditions will enable DPWH to catch up and finish the 10.3-kilometer Contract Package 4 - Cabanatuan Section which is now 88 percent completed. Meanwhile, the Zaragoza Interchange Section under Contract Package 5 is at 26 percent which involves construction of 113 meters Zaragoza Interchange Bridge, 4.88 kilometers access road, two (2) pre-stressed concrete deck girder bridge with a total length of 19.4 meters, five (5) reinforced concrete box culverts for equalizer and farm passage, and seven (7) irrigation canals. Once fully completed, the 30-kilometer CLLEX will shorten the usual travel time of 70 minutes between Tarlac City and Cabanatuan City to just 20 minutes. This new expressway will also form an important east-west link for the expressway network of Central Luzon to ensure a continuous seamless traffic flow for the motoring public from Metro Manila and vice versa passing thru NLEX, SCTEX/TPLEX. A grand slam in responsible mining

Hinatuan Mining Corp. (HMC), a subsidiary of Nickel Asia Corp. (NAC) sweeps major honors this year from the country’s most prestigious award-giving body in the mining industry – the Presidential Mineral Industry Environmental Award (PMIEA). “It’s our first time and it’s a grand slam! We still can’t believe it but that these awards were accorded to us during this most difficult time of the pandemic, makes this moment doubly exulting, everyone was emotional when the news first broke, this is the reason for our existence, says Engr. Francis Arañes, HMC’s Resident Mine Manager. HMC, with operations in Hinatuan Island, Tagana-an, Surigao del Norte, takes home the Presidential award for surface mining operations; the Best Mining Forest in the Metallic category; the winner of the Safest Surface Mining Operations; and the winner of the Safest Mining Operation; plus, the individual awards of Best Surface Safety Inspector and Best Surface Miner accorded to HMC’s employees, Aldrin L. Resullar and Jennifer Q. Inting, respectively. The PMIEA is the highest accolade awarded to a mining company. Nuclear, solar eyed as alternatives to PH energy mix
Photo: Bataan nuclear power plant Senator Sherwin Gatchalian is considering nuclear and solar energy as a possible alternative or additional sources of energy in the country. Gatchalian, Senate energy committee chairman, said he favors “in principle” smaller nuclear reactors instead of the bigger ones for flexibility and safety. “Small ones are more flexible and safer. Safer in the sense that it is smaller, deployable, and has the technology that can use nuclear wastes. Of course, it is still in the development stage,” he said in a radio interview on Monday. He said small nuclear reactors can produce energy from 10 to 150 megawatts. Gatchalian, however, does not consider reviving the Bataan nuclear power plant as it will be too risky and too costly to rehabilitate the facility. He said many are also using solar energy with some big companies putting up solar power plants. “I believe it could be part of the energy transition because nuclear is emission-free but the risk is where to put the wastes and if it encounters a problem, the cost is too high. Solar deployment is still a challenge because it is still quite expensive,” he added. Gatchalian said he will file a bill on energy transition following the Department of Energy’s (DOE) move last year banning new coal power plants to accelerate the country’s shift to cleaner energy. “We cannot hasten the energy transition because we will have no source of energy… The energy transition can be 10 years or longer but the important thing is it’s a scientific process to determine how we can transition out of fossil fuel into renewable safely, reliably, and securely,” he said. He added that right now, the country’s energy needs are still good with fossil fuel but it is imperative to jumpstart the transition due to the increasing population and industries. Gatchalian was here on Sunday to turn over his donation of 5,000 sets of personal protective equipment and 50 sacks of slippers to the Region 1 Medical Center. Gas drilling in Recto Bank should push through: Pimentel
Photo credit: Inkl The chair of the House Strategic Intelligence Committee on Tuesday said oil drilling activities in Recto Bank must proceed as scheduled amid rising tensions with China. Surigao del Sur Rep. Johnny Pimentel said the Sampaguita gas field could yield up to USD18.2 billion, or around PHP910 billion, in future royalties for the government, based on a 60 percent net share. “We have no choice but to carry on with the drilling activities because the Sampaguita gas discovery in Recto Bank has the potential to energize the entire national grid – not just Luzon – for the next 20 to 30 years,” Pimentel said. Pimentel said Sampaguita is “an untapped value-changing asset” that would be valuable to the country’s future energy security with up to 4.6 trillion cubic feet of gas, while Malampaya, which has been producing gas for the last 20 years, has only 1.6 trillion cubic feet of residual gas at best. “There is even one study suggesting that the entire Recto Bank has up to 20 trillion cubic feet of potential gas in place,” Pimentel said. The Permanent Court of Arbitration in the Hague ruled in July 2016 that Recto Bank is within the Philippines’ exclusive economic zone, as defined under the 1982 United Nations Convention on the Law of Sea.
