Beyond the License: MGB Director Cabalda Mandates New Engineers to Lead with Ethics and Sustainability

The Philippine mining sector marked a significant milestone on November 18, 2025 as 69 newly licensed mining engineers took their oath in a face-to-face ceremony at the Paragon Hotel Function Hall in Baguio City.

DENR Assistant Secretary for Mining Concerns and concurrent MGB OIC Director, Engr. Michael V. Cabalda, graced the solemn event. In his keynote address, he emphasized responsibility and excellence, framing the achievement not as an endpoint, but as a beginning:

"Today is a milestone, but let’s be clear, this is not just a celebration. It is a challenge," Engr. Cabalda said.

He also reminded the new professionals that their license carries obligations, not just recognition. "The license you hold is not a trophy. It is a mandate. It demands action. It demands results," he said.

He stressed the importance of retention in the profession, urging the new licensees to "remain in the profession you trained for," noting that many engineering graduates often shift to other fields.

Highlighting a historic shift toward inclusivity, Engr. Cabalda cited recent reports showing that "almost 45% of newly graduated or newly licensed mining engineers are now women," calling this increase "a powerful and historic" development. Addressing female engineers directly, he added: "You are the rare gold the industry has been searching for."

Concluding his address, the Assistant Secretary issued a strategic call to action, urging new engineers to pursue global competence: "The mining engineers we must build should be those who qualify international standards, so we become a global force, not just a global workforce."

Key figures, including PRBEM Chairperson Ramon N. Santos, PRBEM Member Augusto C. Villaluna, and PSEM President Engr. Francis J. Arañes, also supported the ceremony.

The MGB extended its heartfelt congratulations to all the new mining engineers: "The world needs dreamers who build, and builders who care."

The country expects them to lead the industry toward a sustainable and ethical future. Mabuhay kayong lahat, at mabuhay ang bagong henerasyon ng Pilipinong inhinyero ng mina!
