MGB MIMAROPA grants mineral processing permit to Frasec Ventures

The Mines and Geosciences Bureau (MGB) MIMAROPA has awarded a Mineral Processing Permit (MPP) to Frasec Ventures Corp., authorizing the company to process sand and gravel materials in Occidental Mindoro.

The permit, MPP No. 002-2026-MIMAROPA, was formally signed and awarded during a ceremony held on July 13 at the Basic Petroleum Building in Makati City.

The permit allows Frasec Ventures to process sand and gravel extracted from its operation in Barangay Santa Lucia, Sablayan, Occidental Mindoro, with an approved annual processing capacity of 600,000 metric tons.

MGB MIMAROPA said the project is expected to help meet the region's growing demand for construction materials while generating employment opportunities and supporting local economic development.

The permit was signed by MGB MIMAROPA Regional Director Felizardo A. Gacad Jr. and Frasec Ventures President Francis Gerard S. Cañedo.

During the ceremony, Gacad reminded the company that the permit carries responsibilities beyond operational authority.

"You are not simply receiving a permit today," Gacad said. "You are accepting the responsibility to protect the environment, prioritize the safety of your workers, and ensure that the benefits of your operations are shared with your host communities."

He urged the company to uphold high standards of environmental protection, regulatory compliance and social responsibility, saying sustainable mineral development requires balancing economic growth with environmental stewardship and community welfare.

Mine Management Division Chief Ellengrace R. Galiste reminded the company to comply with all permit conditions to ensure responsible and lawful operations.

Meanwhile, Mine Safety, Environment and Social Development Division Chief Alvin S. Requimin emphasized the importance of meeting environmental commitments and social development obligations, including meaningful engagement with host communities.

Also present during the signing ceremony were Geosciences Division Chief Edwin M. Mojares, Finance and Administrative Division Chief Bon Kristoffer G. Gabay, and technical personnel from the Mine Management Division and the Mine Safety, Environment and Social Development Division.

MGB MIMAROPA said the issuance of MPP No. 002-2026-MIMAROPA reflects its continuing efforts to promote a transparent, responsible and sustainable minerals industry that supports economic growth while protecting the environment and advancing community development.
