Heradez appointed MGB OIC director; Queaño named assistant director

The Mines and Geosciences Bureau (MGB) has welcomed two newly designated senior officials following the issuance of Department of Environment and Natural Resources (DENR) Special Orders Nos. 2026-139 and 2026-140.

Under the orders, Engr. Larry M. Heradez has been designated as officer-in-charge (OIC) director of the MGB, replacing Director Michael V. Cabalda. Dr. Karlo L. Queaño has been appointed OIC assistant director.

The appointments place both officials at the helm of the bureau responsible for overseeing the country’s mineral resources development, geoscience research and environmental management in the mining sector.

Prior to his designation, Heradez served as regional director of the Mines and Geosciences Bureau in the Caraga region, based in Surigao City, where he oversaw mining regulation and geoscience programmes in one of the Philippines’ key mineral-producing areas. The Caraga region hosts several large-scale mining operations and is considered a major hub for the country’s mineral industry.

The MGB said it looks forward to the leadership of the newly designated officials as the bureau continues to strengthen responsible mineral development, geohazard assessment and sustainable resource management across the Philippines.

The bureau also expressed its appreciation to DENR Assistant Secretary for Mining Concerns Engr. Michael V. Cabalda for his leadership and guidance while serving concurrently as MGB director.

According to the bureau, Cabalda’s commitment to integrity and professionalism helped set a strong standard for the organisation during his tenure.

The MGB said it wishes Cabalda well as he continues his role as DENR assistant secretary for mining concerns, where he will continue to champion responsible mining and sustainable development.

The leadership transition comes as the bureau advances policies and programmes aimed at balancing mineral development with environmental stewardship and community welfare while promoting the sustainable use of the country’s mineral resources.
